The Final Plumbing Inspection

A final plumbing inspection is the building department's last visit on a plumbing permit: the inspector checks the connected fixtures, water heater, relief valve piping, backflow devices and access before signing off.

Proof marks

  • The 2021 IPC section 108.2 holds the final until the building is complete, fixtures are connected and it is ready for occupancy.
  • Inverness, Florida's final checklist starts with "All previous inspections must be approved."
  • The 2021 IPC 504.6 ends a relief valve discharge pipe no more than 6 inches above the floor, with no threaded end, valves or tees.
  • The 2024 UPC (608.5) prohibits relief valve discharge into a water heater pan; the 2021 IPC allows it.
  • West University Place, Texas checks access panels for tubs, the main water valve and gas valves at its final.
  • Under the 2021 IRC R105.5, a permit lapses if more than 180 days pass between inspections.

What happens at a final plumbing inspection?

At the final, the inspector walks the finished house and checks that the plumbing installed under the permit is complete, connected and safe to use. The 2021 IPC lists it as the third required inspection after underground and rough-in, and the 2024 UPC says it is made "upon completion of the installation." Under the IPC, the permit holder schedules it.

Expect fixtures to be run and drains watched, the water heater looked over, safety devices confirmed, and the earlier inspection records checked. The 2021 IPC calls the final test of the finished drain and vent system visual, in enough detail to confirm compliance. City checklists show what that means locally. Inverness's covers 18 items, from a full-open shutoff at the water heater and a main shutoff where the water enters the house to fixture shutoffs, trapped fixtures, vent flashings and a secured dishwasher drain hose.

What does the inspector check on the water heater?

The water heater carries several checklist items because it combines water, heat, pressure and often gas. On the plumbing side, the inspector looks at the shutoff, the relief valve and its discharge pipe, the drain pan where one is required, thermal expansion control and access. Gas piping, venting and electrical connections are checked too, sometimes under separate permits.

Under the 2021 IPC, the relief valve discharge pipe runs full size by gravity, is not trapped, ends no more than 6 inches above the floor or receptor, and has no threaded end, valve or tee. Where it may end differs by code: the IPC allows the floor, the heater's pan, a waste receptor or outdoors, while the 2024 UPC forbids ending it in the pan. The 2021 IPC also asks for a pan at least 1-1/2 inches deep with a 3/4-inch drain where a leak would cause damage, a 30-by-30-inch level working space at the controls, and a cold-water shutoff serving only the heater.

Earthquake strapping is another item in some regions. The 2024 UPC 507.2 calls for straps in the upper and lower thirds of the tank, the lower one at least 4 inches from the controls, and Los Angeles does not accept plumber's tape on heaters over 40 gallons. Placement choices made at rough-in are covered on water heater placement and sizing, and expansion control on backflow preventers and expansion tanks.

Stop items and licensed work

  • A relief valve pipe that has been capped, plugged, threaded at the end, fitted with a valve or cut short is a stop item: call the plumber, don't alter it.
  • Water heater gas piping, venting and electrical work are licensed work. Smell gas? Get everyone out now, don't flip switches, use phones, light anything or start a car inside, and call 911 or the gas utility once outside and away. If a CO alarm sounds, get outside and call 911 from outside.
  • Corrections on a failed final are made by the licensed contractor who holds the permit, then reinspected.
  • Your building department and a licensed plumber have the final word.

Which access panels are required?

Access is required for parts that need service or inspection after the walls close, and city checklists name the common ones. West University Place, Texas lists access panels for tubs, the main water valve and gas valves; the 2021 IPC requires access to every air admittance valve; and the 2021 IRC P3005.2.10 bars required cleanouts from concealed spots such as inside walls, floor-ceiling assemblies and crawl spaces.

Cleanouts also need working room: the 2021 IPC and IRC ask for at least 18 inches of clearance in front of a cleanout on 6-inch or smaller pipe. A panel tiled over or a cleanout boxed in by a cabinet leaves those parts out of reach. Mark these spots on your photos of the open walls before drywall so you can find them later.

What paperwork closes the permit?

A passed final, recorded by the building department, closes the plumbing permit; on a new home, final approvals lead to the certificate of occupancy. New Jersey's consumer page describes that order: once the project passes its final inspections, the builder certifies compliance and the construction official issues the certificate.

Ask for a copy of the signed-off inspection record or a printout of the permit's status, and keep the backflow test report if an assembly was installed. The FTC advises never making the final payment until the work is done and you are satisfied, and getting lien releases from the contractor, subcontractors and suppliers before you pay. A passed final is a clean point to do both. The permit side of this starts on the plumbing permit.

What if the final plumbing inspection fails?

A failed final usually means a correction list: the inspector notes what is missing or wrong, the contractor fixes it, and the final is booked again. Checklist items that can trip a final include a missing hose bibb vacuum breaker, a fixture not fastened, a relief pipe ending in the wrong place or a cleanout that is not accessible. ASSE International also says that if hot water was off at the final, the inspector should note that shower limit stops were not set or checked.

Keep an eye on time. The 2021 IRC voids a permit if more than 180 days pass between inspections, and the building official may grant written extensions. Corrections and how to read them are covered in why plumbing inspections fail.

What should you keep after the final plumbing inspection?

Keep a folder with the permit and final record, fixture and valve installation sheets, the water heater manual and warranty, expansion tank and PRV details, backflow test reports, and your open-wall photos. Moen's Posi-Temp sheet is marked to be left with the homeowner, and ASSE International says the maker's limit-stop instructions should stay with the end user, since the stop may need resetting when water temperatures change.

Final inspection numbers

Letterpress-style checklist titled Final plumbing inspection, with six circled numbers: 1 earlier inspections approved; 2 water heater, shutoff and relief pipe ending 6 inches or less above the floor; 3 thermal expansion control; 4 hose bibbs, vacuum breakers; 5 fixture shutoffs, except tubs and showers; 6 access panels, tubs and main valve. Pressman's note

This page is built from the 2021 IPC and IRC, the 2024 UPC, the Inverness (Florida) and West University Place (Texas) final checklists, the Los Angeles water heater bracing bulletin, New Jersey's new-home consumer page, the FTC's home improvement advice and an ASSE International white paper, all read in October 2026. Checklists differ by city, so the items here are examples, not your inspector's list. Gas, venting and electrical inspection details and prices are left out.

Questions from the job site

Do you need to be home for the final plumbing inspection?

It depends on your building department and the contractor holding the permit; someone has to let the inspector in and have water and power on. If you can be there, walk along and note anything the inspector points out.

Can the plumbing final happen before the electrical final?

It depends on the city. The 2021 IPC ties the plumbing final to a complete building that is ready for occupancy, and West University Place, Texas performs all final inspections at the same time. Ask your building department how it sequences finals on your job.

Is a water test done at the final?

The 2021 IPC calls the final drain and vent test visual, and allows a smoke test held at 1 inch of water column for 15 minutes where smoke is used. City checklists such as West University Place's also look for proper operation with no leaks at every fixture.

What if the inspector finds a problem behind a finished wall?

Under the 2024 UPC, plumbing covered before inspection must be uncovered when the inspector orders it. That is why passing the rough and top-out inspections before drywall matters so much.

Does a water heater replacement get its own final?

Some cities require a permit and inspection for a replacement; Bend, Oregon's list includes "replace a water heater (including expansion tank)." The final for that permit looks at the same water heater items as a new build.

Who books the reinspection after a failed final?

Under the 2021 IPC the permit holder schedules inspections, so the contractor who pulled the permit books it once corrections are done.
